About the Consultant – Business Analyst

As a business analyst (BA) in the Policy and Program Strategic Solutions (PPSS) practice, you will collaborate with team members to conceptualize, deliver, and support our clients through today’s ever-changing healthcare landscape. NYSTEC is considered a trusted advisor, providing subject matter expertise and analytic driven insights to support our clients with their healthcare program, system, and policy challenges. NYSTEC has consulted on some of the largest Medicaid and public health initiatives and served in various roles across a multitude of New York State healthcare technology systems.

Your day-to-day role as a NYSTEC consultant will include supporting multiple projects across offices within the New York State Department of Health (NYSDOH). As a business analyst, you will provide business analysis and project coordination support to expand the capacity of NYSDOH by providing data driven insights and analyses for multiple programs. You will need to demonstrate the ability to problem-solve, take initiative on assigned projects, and work independently to provide based on client need. The candidate will also be required to work alongside numerous stakeholder groups to elicit and document business requirements that pertain to program needs and current and future-state planning.

For this role, you will be required to attend in-person meetings at the client site, at a minimum of once every two weeks, and at the NYSTEC office once a week.

Key Responsibilities: Consultant – Business Analyst

Overall, in the role of consultant – business analyst you will:

  • Create key project documentation.
  • Plan and schedule meetings.
  • Update presentation materials.
  • Collaborate with the team to propose and build solutions by conducting research, gathering requirements, and designing and developing resources to meet the clients’ needs.
  • Use strong writing, documentation, communication, and analytical skills to meet project goals.
  • Assess policies and procedures to identify programmatic requirements and business rules that will inform policy and program decision-makers.
  • Work with project managers to coordinate requests with competing priorities.
  • Support data analytic product management to help-end users with their program and enterprise data needs and use cases.
  • Execute and support project workplans and drive activities to meet critical project milestones and deliverables.
  • Analyze and prioritize requirements and identify associated risks.
  • Develop and maintain reports for internal teams, clients, and external stakeholders.
  • Develop or support the development of tools to support the team, clients, and stakeholders.
  • Develop ad hoc written deliverables that meet the needs of the team and clients.
  • Coordinate meetings and collaborative sessions in support of the work plan, including convening requirement sessions.

About You

Required Qualifications: Consultant – Business Analyst

Candidates applying for the role of consultant – business analyst should have the following knowledge, skills, and/or abilities:

  • Experience as a business analyst within healthcare, Medicaid, or other public sector programs, as well as with related policies, or systems.
  • Strong critical thinking, problem solving, and analytical skills.
  • Experience writing, gathering, and maintaining business requirements and/or business rules.
  • Ability to develop relationships with stakeholders and to understand their needs through excellent listening and effective written and verbal communication.
  • Experience using and analyzing information or data to inform decision-making.
  • Proficiency with translating complex analytic ideas into actionable insights for different stakeholder groups.
  • Proficiency with Microsoft Office suite, with advanced Excel and Word skills.
Preferred Qualifications: Consultant – Business Analyst
  • Master’s degree in business, technical, scientific, or related discipline.
  • Experience with Medicaid/Medicare policies and regulations.
  • Experience with SDLC activities to manage, plan, design, implement, test and deliver information systems and strategies.
  • Experience performing research and interpreting policies, procedures, and guidance.
  • Experience performing data quality analysis to identify risks and opportunities.
  • Proficiency in Microsoft Access.
Education and Experience: Consultant – Business Analyst

For the consultant – business analyst role, candidates should have the following education/experience:

  • A bachelor’s degree in business, public health, health informatics, mathematics, public health, or a related discipline and two years of related experience. An equivalent combination of advanced education, training, and experience will be considered.
