About the Principal Consultant- PMO Manager Role

As a project management office (PMO) manager in the Technical Architecture and Communications Systems practice area, you will collaborate with team members, clients, and vendors to deliver a proven and tactical approach in developing a PMO by defining a strategic course of action for long-term success. Serving as a PMO manager, your role as a NYSTEC consultant will include working onsite daily and closely with our client for the purpose of defining, planning, and ultimately implementing the PMO. Initial assessment activities will help formulate and define a clear expectation of the PMO and help to ensure that the PMO meets or exceeds expectations and establishes the right solutions to the right problems for our client. Specifically, the PMO manager will create an operational plan in collaboration with the client stakeholders; oversee the entire project management process as it relates to creating policies, procedures, and standards for each stage of project development; create, document, and disseminate a project governance process; provide project management status reports to executive management; ensure that each project management team uses a standardized approach for project delivery; offer strategic support, guidance, and coaching for project management teams and ensure that teams use industry best practices for project delivery; create a mechanism to measure business owner satisfaction; and manage the PMO staff.

This role will be required to report on-site daily in Long Island City.

Key Responsibilities: Principal Consultant- PMO Manager

Overall, in the role of principal consultant- PMO manager, you will:

Strategy and Planning:

  • Survey the current project landscape, including but not limited to documenting and analyzing the organization’s current project roster and the resources available for project management and project portfolio functions, including tools, templates, and governance processes.
  • Engage in stakeholder relationship management by securing the responsibility and authority of the PMO manager position early — by identifying quick wins before implementing or establishing any long-term PMO implementation goals.
  • Perform an unofficial stakeholder analysis by assessing and engaging with the sphere of influence in the early days of the engagement.
  • Solidify PMO requirements that will translate into a communications strategy defined by a PMO mandate and a current assessment of the project portfolio management (PPM) process maturity level.
  • Educate, formally (could include a workshop style format) or informally, decision-makers of the types of PMO frameworks available to document a PMO implementation plan, including an official stakeholder analysis, PMO mission, PMO project charter, PMO roadmap, and project schedule.
  • Review current project and portfolio management capabilities to identify gaps against the translated stakeholder expectations.

Operational Management:

  • Maintain responsibility for daily PMO management.
  • Plan and monitor the overall PMO implementation progress.
  • Manage risks and issues and take action to mitigate or minimize their impacts.
  • Direct the work of PMO staff members.
  • Provide status reporting updates.
  • Provide project management governance guidance, support, and recommendations.
  • Conduct communication management.
  • Communicate with all stakeholders to create a common understanding of progress, status, and expectations.
  • Coordinate and communicate across projects to ensure that interdependent activities are completed.
  • Communicate the status of the PMO engagement to NYSTEC leadership.
  • Staff the PMO by supplementing client organization resources with NYSTEC resources, if requested.
Required Qualifications: Principal Consultant- PMO Manager

Candidates applying for the role of principal consultant- PMO manager should have the following knowledge, skills, and/or abilities:

  • Background in project management and the ability to apply a consultative approach to developing and implementing an effective project management office.
  • Broad experience in managing high-risk, high-visibility projects.
  • Specific knowledge of various project and portfolio management platform(s).
  • Experience with effective executive leadership and project team engagement.
  • Project management professional (PMP) certification.
  • Proficient in Microsoft Office products and Smartsheets.
  • For this role, travel is required at least 5% of the time.
Preferred/Desired Qualifications: Principal Consultant- PMO Manager

It would be helpful for candidates applying for the principal consultant- PMO manager role to have the following knowledge, skills, and/or abilities:

  • Certification in organizational change management from an Association of Change Management Professionals (ACMP) Qualified Education Provider (QEP).
Education and Experience: Principal Consultant- PMO Manager

For the principal consultant- PMO manager role, candidates should have the following education/experience:

  • A Master’s degree and 10 years of related experience in PMO management and/or leadership.

A combination of education, training, and experience will be considered.
